0.0           SCHOOL HOURS:

Grades 1 – 5           8:32 a.m.   3:02 p.m.

A.M. Kindergarten   8:32 a.m. – 11:12 a.m.

P.M. Kindergarten     12:22 p.m. -  3:02 p.m.

Children are not to arrive at school prior to 8:17 a.m. as there is no supervision until that time.  Please adhere to this as it is really not safe without adult supervision.

1.0           ATTENDANCE AND PUNCTUALITY:

Good attendance at school helps teach children to be responsible throughout their lives.  Parents are partners with the school in developing good attendance and punctuality.  Students need to come to school between 8:17 a.m. and 8:32 a.m. and proceed directly to their room.  They need to be in their rooms by 8:32 a.m.  We will be stressing “individual responsibility” as usual, and the importance of beginning daily lessons on time—at 8:32 a.m.  It’s very uncomfortable for any of us, adult or child, to enter the group after the lesson has started.

It is important to us to keep very close account of the whereabouts of our children for education, as well as safety purposes.  If it is necessary for a child to be absent from school, parents are requested to call the school nurse (Mrs. Cleveland) at 870-6082 prior to 9:00 a.m.  An answering machine is available at all times and will record calls for your convenience.

Please state the reason for the absence when you call.  If you forget to notify the school, we will be calling your residence or work after 9:00 a.m.

Connecticut State law and Vernon Board of Education policy requires parents/guardians to cause their children to attend school regularly during the hours and terms the public school is in session. Learning experiences that occur in the classroom are meaningful and essential components of the learning process.  Time lost from classes tends to be irretrievable in terms of the opportunity for instructional interaction.

An absence is shall be considered “excused" when a student does not attend school due to illness or injury, death in the immediate family, religious obligation, an emergency, or other exceptional circumstances.  Written excuse for such absences should be submitted to school officials by the child's parent or guardian.

All other absences, with or without written explanation, shall be considered unexcused.

 4.0           BEHAVIOR

During the past school year the Vernon Board of Education adopted a policy

against bullying in any of the Vernon schools.  For purposes of this policy    “bullying” shall mean any overt acts by a student or group of students directed against another student with the intent to ridicule, humiliate or intimidate the other student while on school grounds or at a school-sponsored activity, which acts are repeated against the same student over time.

Northeast School took the initiative last year to provide our students with information and techniques to prevent them from either being bullied or becoming bullies themselves. That initiative will continue this year.

5.0        BUS PASSES:

Students must ride the bus to which they are assigned.  However, a temporary bus pass may be issued by the principal for special reasons.  Requests for special passes should be made in writing to the principal by the parents one day in advance, indicating the day, bus number and bus stop you are requesting.

6.0     DROPPING OFF CHILDREN AT SCHOOL AND SCHOOL BUS DROP POINTS:

a.       Parents are asked to drop children off on the school sidewalk on East Street with your car facing downtown Rockville.  Children will be able to exit directly to the sidewalk without having to cross the street.  This may be somewhat inconvenient, but is our safest option.

b.       The circle that we have off Route 30 serves as the school bus drop-off point only.  Each of our four school buses will drop off and pick up bus students around the circle.  Please do not drive from Route 30 to drop off your child at Northeast, as it is too dangerous.  The circle is for buses only.

c.       The staff parking area should also be avoided as a pick-up and drop-off area.  (The only exception to these rules occurs during the middle of the day for kindergarten classes.)

7.0     HOT LUNCH PROGRAM:

Hot meals are served each school day in the cafeteria at a cost of $1.35.  Children may pay either on a weekly or daily basis to the cafeteria personnel.  Milk is available for cold lunch pupils for $.35 payable daily.  Please note that lunches cannot be charged.  Milk for snack time in the morning may be purchased on a weekly basis -- $1.75 for a week payable the Friday morning before that week for grades 1 – 5.  Kindergartners may purchase milk for $1.25 weekly, payable on the Thursday morning before the week.

8.0           SAFETY PATROL:

Through the efforts of the PTO’s, Vernon Council of Parents and the Physical Education Department, a town-wide Safety Program has been set up in all of our elementary schools.  The Safety Patrol provides guidance for our young children in a safe and proper manner in hazardous situations as they go to and from school.  The Safety Patrol also offers children who are members an opportunity to develop their own leadership skills.  Please encourage your children to follow the direction of Safety Patrol members.

9.0           OPEN HOUSE:

This year Open House will be conducted on Tuesday, September 9th,

6:30 – 7:30 p.m. More specific information will be forthcoming.

10.0       THURSDAY FOLDERS:

Thursday folders will continue this year K – 5 and come home weekly.  Notices, school work, etc. will be in the folder and hopefully, out of your child’s desk.  We hope to increase communication with this procedure, and ask that you sign and have your child return the folder the next school day.

11.0       ASSIGNMENT BOOKS (GRADES 3, 4 & 5):

One of our school goals is to teach students organizational skills and responsibility.  Our staff developed this process to assist students in the successful completion of classwork and homework, and to give parents a “taste” of what their child experiences in school each day.  We feel strongly that our students will be more effectively organized and prepared for the time they leave us and move on to Vernon Center Middle School.  By signing daily you, the parents, will be telling us that you have reviewed your child’s school day.  You may not know if your child actually completed all that was presented, but you will at least have an idea of what occurred in class.

12.0       SNEAKERS FOR GYM:

Mr. Moulin, our P.E. teacher, asks that, if possible, sneakers have either velcro or laces since these are best for student safety.

13.0       AFTER SCHOOL:

If there is a change in your child’s daily after school routine, the teacher must be notified ahead of time, in writing.  You need to tell us where your child is going and with whom.  This must be in writing and given to the teacher.

14.0       SCHOOL DRESS:

We have very high expectations for all our students at Northeast, and believe they all will be academically successful in school.   There is a definite connection between how one dresses and their readiness for learning.  Consequently we feel that a child should dress for “work” (their work) in a neat and comfortable manner.  When they go home, they change into “play” clothes, and they should not wear play clothes to work.  Therefore, “muscle shirts”, tank tops, crop tops, swimsuits, very short shorts, and shirts with “tough or strange sayings”, are not appropriate.  We also are concerned about open back sandals or shoes with high heels.  Though they may be in style, they are not safe for active youngsters.  This can be a difficult area, but we are trying to provide guidance for our parents and students.

15.0       NORTHEAST PTO:

We have been blessed with a very active and supportive PTO at Northeast.  This year we will be actively recruiting new members from our school community.  If you can be involved, even for one activity, the load is lighter for all.  All of our meetings have been marked with a “P” on the school calendar.  President Cindy Madden (872-6688) and I encourage you to become active members.  We will set up an “information table” on Open House night.  PTO is a great group!

16.0       PUPIL DISMISSALS:

Pupils can be dismissed from school by the principal.  Requests for dismissal need to be made in writing and referred to the office.  Parents will have to pick up their children in the office only after signing our “log out” book.  No student will be allowed to leave from a classroom.  If anyone other than a parent is picking up a child, the parent must indicate so in writing.  The procedure is designed for maximum security.

17.0       ELEMENTARY TESTING DATES (including make-up dates):

Grade 3, 4 & 5 Connecticut Mastery Testing     9/17/03 – 9/25/03

Grade 3 Otis Lennon                                       9/30/03 – 10/2/03

18.0       DELAYED OPENING AND HALF- DAY TIME SCHEDULES:

Please keep this schedule handy for times of bad weather.

If school is opening late, the following times are in effect:

90-MINUTE LATE OPENING:

(Add 90 minutes to your child’s regular bus pick-up time)

Regular grades:    10:02 a.m. – 3:02 p.m.

A.M. kindergarten 10:02 a.m. – 12:32 p.m.

P.M. kindergarten 12:32 p.m. – 3:02 p.m.

Note:  A.M. Kindergarten bus will take children home at 12:32 p.m., after bringing the P.M. children into school.

WHEN SCHOOL IS IN SESSION FOR HALF-DAYS, THE TIME SCHEDULE IS AS FOLLOWS:

School will be dismissed at 1:02 p.m.

A.M. kindergarten from 8:32 a.m. – 10:47 a.m.

P.M. kindergarten from 10:47 a.m. – 1:02 p.m.

19.0    SCHOOL VISITATION:

Parents are welcome at Northeast School!  Prior arrangements can be made to visit a classroom or to meet with a teacher.  Office personnel will be happy to arrange such visits.  All visitors are requested to report to the office upon entering the school where a visitor’s pass will be issued.  Please do not walk directly to your child’s classroom without getting a visitor’s pass.  Again, the safety of all children is our primary concern.

20.0            ADMINISTERING OF MEDICATIONS:

The State and Board of Education guidelines for administration of medications at school are as follows:

1.               Parents must be unable to schedule medication around the school hours.

2.               There must be a Connecticut physician’s written order.

3.               A parent’s permission form must be filled out.

4.               The properly labeled medication in its original container must be delivered directly to the school nurse, principal or teacher by a parent or a responsible adult.

5.               Unused medication must be picked up within one week after expiration of the doctor’s order or it will be disposed of  by the school nurse.

21.0    TOYS AND ELECTRONIC DEVICES:

Please have children leave their toys, trading cards, electronic radios, gameboys, computers, etc. at home unless approved by the classroom teacher for a specific purpose.  Connecticut state law expressly bans the use of laser pointers unless requested in advance by the teacher.

22.0    WEAPONS:

Be very careful that no student brings in anything that even APPEARS to be a weapon.  Even items such as a Cub Scout pocketknife will bring very serious consequences.

23.0    CALENDARS:

A copy of the school calendar is included; please keep for future reference.

Also, this year, due to the generosity of the Savings Bank of Rockville, we are including a calendar magnet which will not only help to keep us all organized, but is excellent for holding up the “refrigerator papers” – ones that give children a chance to demonstrate their excellent work for the whole family.
